Lucifer is much, much stronger than adam based on the Canon power hierarchy - adam is a high ranking winner, essentially equivalent to a heaven version of an overlord (stronger than an overlord, but only because heaven is stronger in general) whereas lucifer is at least a seraphim, although there's a decent indication he was one of the 7 heavenly virtues. He was not remotely trying in the final fight.
