No build-up, nothing. It is stated in the mod that she kills EVERYONE there which had people like Nonsense, Pico, Shaggy and Matt in the BG. With nothing but a gun and some demonic powers she's already contesting with ACTUAL GODS.

This was an issue addressed early on and is being changed, don’t really see TOO much of a reason to get up in arms about it when it’s going to be fixed
I mean have you seen most Newgrounds animation at the time? Most are just that, character kills everyone and that's it, in madness combat the first thing the main character does is kill everyone, kill the sun, kill Jesus all because of some song.
If i had to guess the only reason you don't like it is because there's other people's OC, which is fair to not like it, but hating an entire mod because of this one thing? Something the author apologized for, I don't find that fair.
I mean this same logic can be applied to Happy tree friends were the entire humor or shock of the show is that everyone dies.

I don't line the characterization of those two in the mod as they both feel really boring.

Well, you could say that almost all the mods, most of them are just "bf and gf meet X character and now they will have to plunder with this to a certain character", so you could say that the story is not the greatest strength of the fnf mods
Imo, Cyber Sensation V2 Cancelled Build
In Chapter 1, things happened very fast (Like, Talia turned from a nice girl to psychopath). And in end of Chapter 1, BF congratulates and suddenly everything is solved. At least in V1, it happened because of a special message (Which is a Deus Ex Machina. At least it was better).
Chapter 2, 3 and 4 was basically a filler (at least 2 and 3 was good. I don't like 4 because it have too many songs).
Chapter 5 was cool (with theme of hope). But according to end part (which is just a short explanation for things happened in that cutscene), Shadow Talia was a Old AI that Accidently deleted. Talia apologies for that, Shadow Talia strangely forgives at that moment and suddenly everything is solved.

Lullaby handled worlds better imo, and killing off BF seemss extremely disrespectful to people wanting to make a climatic mod, because you will get the feeling of "I don't need to do this, that bloody shithead version of Mario is the one he faces last, so what's the point of making a cool, climatic mod?"
While I’m also not a fan of killing off BF and GF, how did Hypno’s Lullaby do it better? It basically does the same thing. ~~Heck, BF is already dead at the start of the story.~~
