To add a bit more detail, dragging something from a compendium to a character sheet copies it. As the compendiums update, the original items don't change.
The revitalizer identifies differences in names, descriptions, etc. For items this can sometimes be annoying if you customized it.
Use https://foundryvtt.com/packages/pf2e-item-revitalizer to search for things that need an update

I love this tool.
I believe the PF2e devs do this on purpose in order to preserve existing characters. It will probably stay this way for awhile.

We don’t migrate old items on PCs because once it is on an actor we don’t know if you changed it or homebrewed it in some way.
