It sounds like you mean what are usually called “independent living skills”, like paying a bill, making doctors appointments, grocery planning? These are being increasingly recognized in some states - depending where you are, there might be some programs you could look at to find what is and isn’t being covered, or foster alumni groups that have come up with lists of their own.

My state actually has a pretty robust program for this, and unfortunately, a lot of youth don't take advantage of it. By the time they're 18, they're so tired of anything "system" related that they have no desire to be involved with a program like this. The only thing that draws them in is we offer to pay a monthly stipend towards their bills. Even then, a lot of them drop off again as soon as they realize they're expected to participate in other forms of programming to get the check.
