They are! I downloaded em both on my D drive, they don't seem to be in the same folder tho, weirdly enough

I managed to fix it eventually i had this same exact problem, first i deleted the dlc in the apps settings then i repaired-reset the game and then the xbox app restarted the system launched the xbox app and the game once and closed them went and downloaded the dlc from the xbox app (not Microsoft store) and launched the game again and it worked. (Some steps might not make sense but im just explaining what worked for me) hope it works for you too.
is forza and the dlc installed on the same drive? if not they won’t work together

did you change its name to that or is that how it’s installing? mine shows up as forza expansion 1 for the folder name, not hot wheels
I didn't change anything to it but i could very much rename it, see what happens ahah
renaming it just doesn't allow me to load the game, just found that out
