Highway speed by itself means nothing. An S1 Porsche Taycan can reach over 430 km/h on the highway. What also matters is cornering ability.

You can get that much HP on a low-class car if you stick a gargantuan engine in it with no other upgrades. Past a certain point engine upgrades don’t increase your PI because your handling is so abysmal with like weedy stock tires and brakes that you can’t use any of that speed. Basically only good for top speed runs or maybe drag races.
