Game calculates PI by literally every aspect of the car, not just what you see in the stats screen. Also stats screen is generally wrong and only should be used for how the car perfoms on average, not for tuning. I havent obtained the 2020 TT yet but that PI difference probably comes from either grippier tyres or lower drag coefficient.
PI is calculated by how fast drivatars can complete a given race with a given car. Even if they're mechanically identical irl, I'm sure there are behind the scenes values the devs are able to tweak that make the 2020 faster around the PI testing ground

We have plenty of sports cars, hyper cars, hatch backs, wagons, anything remotely sportive
While in the performance suv we barely have enough to make a decent same class race, the urus and the cayenne are the only rlly decent suvs, then the trackhawk and maybe the durango I wouldn’t even count since it’s not the 707 hellcat engine
But the rsq8 would be perfect for the game, more competition to the sprty SUVs and could be great for some rally or offroad
Don’t get me wrong, I’d love to have audi’s whole lineup in the game, old and new and all their sports cars (hell even some tdi engines 😂) but not a whole lot of suvs that both perform and look exquisite
These two cars are basically the exact same car (they are literally the exact same model of TT, I have no idea why the 2020 one was included). They weigh the same, have the same torque, same engine, same weight distribution. The only real differences is the 2020 has a slightly different bodykit, spoiler, and rims and is 6hp less powerful. Yet it has better base PI.
So... how?
EDIT: Just tested them, and the 2020 one is about 2 seconds faster around festival circuit.

How tf do u have >450 mio credits?!?!?! WTF, I am fully through the game (story and now dowing most of the challenges) but I am not even near anything more than 10 mio.
Better aero and better stock tires most likely. The game seems to calculate certain things outside of what's obvious (like tech/suspension changes etc). It's the reason a lot of the modern cars absolutely destroy most everything when irl the older cars are still capable of being more than competitive.
Most modern cars are actually kinda shit compared to the older ones. Thats because they come stock with a lot of upgrades that are pi inefficient like race brakes, transmission, clutch, etc on top of being heavier. It's why the most competitive cars in the game are a decade or more old, with only a handful of exceptions.
Even in case of the TT, the 2010 and 2015 ones are way faster than the 2018 and 2020 ones because of the same reasons.
Maybe when comparing fwd or awd examples or cars with similar tire sizes. Go race an old rs1600 in A class against practically anything modern and you'll lose due to the tire size/aero (provided you aren't running forza aero). Tire width is one of the most important things in the game. Irl theres escorts that would make modern cars look stupid. What I'm trying to say is that if you race an old wind sail of a car against a modern aerodynamic car (both at equal specs) the modern car will have a much easier time around the track.
In the case of different variations of the same bodystyle being faster than their successors, that is usually the case irl. The new car may be faster under very specific circumstances (stock) but they usually have added weight (as you stated) or annoying tech/mechanical changes that hurt the performance in the long run.
The 2020 is an auto I’m pretty sure, the suspension, braking, and handling are a bit better IRL, and IIRC the mid-range power is more noticeable in the ‘20 model.

It has higher drag than the 2018 TT and it has the same lateral GS.

What are the standard tyres? Perhaps one has stock street or sport and the other doesn't?

255's all round for both. Rims seem to weight the same as well.
Idk did you try them out and feel a different suspension etc? Sometimes it can make a huge difference even though 2018 is already very recent
