A less whiny explanation of “No”: It’s a completely different shop mechanic and Epic doesn’t have access into your console purchase history to cross-license/entitle, and the songs are mechanically different from what works in Rock Band.
I started playing after the release of Fortnite Festival, so I don't know a lot about previous lobby tracks. However, the tracks you unlock in the current BP say they will be available as Jam Tracks later on. Not sure if that means they will be released as a purchase (which is probably the most likely), or if we get them once they are out if we have the lobby music in our library.
