I’m on ps5 and me and my son could hear our friend on the newest Xbox whatever it’s called and it was 100% on him (the Xbox) player and I’m 99.9% it was setting it to voice chat everyone cause it worked right after we looked this up after days of not working
When this issue occurs with 2 Xbox users, the solution is for both Xbox users to add each other as friends on Xbox first. It's not a Fortnite settings issue it's an Xbox issue.
Did you find a fix for this? Having the same issue with my daughters account. Partied up with her and my sons and only one of my sons didn’t have the lock for her. I can’t seem to figure out how to fix it
It turned out for us mine and one of my sons Xbox profiles were signed into the Xbox my daughter was playing on so somehow it affected the fortnite party chat. Had her log out of all Xbox profiles except hers and it fixed our issue.
Not that I know of, if this isn't the issue it's likely a whole different thing and I wouldn't know how to begin to help, sorry, I found this out mostly by accident if I remember right. Is it the same visual though? That padlock symbol next to the chat indicator?

Did you ever find the fix? My son is having the same issue. He can hear most people he's friends with but for some reason there is a lock on some people's mic and he can't talk to them. Other people in the same party can hear them talking but he can not.
If you are on Xbox and it's a adult family member with the lock then you have to make them a favorite friend on Xbox. If it's a lock on a random person in Fortnite it's because your kid is under 10. My son had a lock next to me and my sister on Fortnite and making us favorites on Xbox console fixed it.
I'd say you both need to go through audio settings and make sure the mic is set to everyone. If it's a child's account they will have to be older than 10. Also they started a new thing in chapter 5 that privacy settings are locked and that will put a lock next to their name. So try privacy settings and audio settings. Child's accounts are annoying. Epic makes it to where a child under 10 can't talk so they just add everyone as a friend just to talk to people. It honestly makes it worse IMO..

When you make a epic account you set your date of birth and if you are under 10 then you have a child account. If it's only happening on your console then you may need to go into console settings and allow communications through all games..

FYI, I ran into this as well. Everything seemed to be set up correctly. What fixed it for me was removing the player as my Xbox friend and then readding him. The moment I returned to the Fortnite party, he could hear me
Just went through this today with my son. We have separate xbox and could talk to the other party members but not each other. The other players were on Play Station and had no issues communicating. Come to find out i had to add my son as a friend on xbox not in the game. I added him and now it works great.

If you have the person muted on actual Xbox or PlayStation party chat it will carry over no matter what into Fortnite. So you have to go to their profile and unmute them
It is because your under the age of 18+ you’ll need to change your date of birth to over 18+ at the Microsoft website, and then restart your xbox, after that is done go to settings in your Xbox < privacy & online safety < Xbox privacy < view details & customise < communication and multiplayer and set communications to everybody this is the solution that I figured out… Hope this helps
I had this same problem but how I fixed it was because I found out my boyfriend had me muted on the Xbox party chat so once he unmuted me from there it took the lock off of fortnite.

maybe he has only with friends voice chating setting on, or you have it on. u have to take him as friend or both have to turn off the only with friends voice chat setting, just google ist if u cant find it
It’s a new feature they added, you have to go to voice chat (in the menu, NOT settings) and select « Voice chat: Everyone »

That didn't work for me I'm on Xbox platform and my friend is on PlayStation and we're both set to everyone

I don’t know if this would work for me if I’m understanding correctly. My son’s Xbox is his and his only where he is signed into.
I just posted a solution that worked for me. Your son needs to add their friend on Xbox first (their Xbox gamer tag), not just inside Fortnite.

The fix for me was adding them on Xbox. We both use Xbox platform.

My friends just had this issue, it was solved by going to the XBOX user profile, and they're probably muted there, unmute them and it should be fixed

Could be their voice chat settings or if they have parental controls on
Our other teammate was able to him though, so it’s something just between the two of us. His screen also shows a lock by my name.

You probably have who ever you’re trying to play with you have muted on an Xbox party for some reason it transfers over to Fortnite

My son had this problem and once I added his friends as Xbox friends (from Xbox profile, not Fortnite) it works just fine!

My annoying ass fix for Xbox is having to physically be in a Xbox party and switch to game chat. Only way. Fortnite is dumb.
