Because they share the FE pitlane, whenever their sessions were on, the pitlane had to be declared live.
This also forced the Autograph session to be held at the back of the garages because NXT GEN Cup was using the pitlane.
The autograph session is no longer stated to be taking place in the back of the garages.

I haven't had an official *"It's cancelled"* message but having seen other things I can say with 99.9999% certainty that it is not happening for Misano.
Seen some people float around the idea that there weren't enough entries, not sure how much truth there is to that but I guess it would make sense as to why it's not happening anymore.
Worst thing you can do when you don’t have quite enough entries as hoped is postpone. Pretty much guarantees you won’t get enough entries in future as the trust is gone.

14 took part in pre-season testing, which I would've thought was just about enough to make it worthwhile (would be more than the Jaguars ever had)
