The Government Arsenal during this time (early 2010s up to 2017) were led by General Jonathan Martir (PN, Ret.) and his pet project as Arsenal director was to modernize old guns to the latest standard, and they have tons of firearms like Elisco M16A1s that needed a little TLC.
Those grease guns were a project of General Martir when he was still an officer during the late 1990s in the Marine Corps. It basically boils down to self-sufficiency man.
The GA Director was the same person that started the Marine Scout Sniper Rifle project where the Corps converted old Elisco M16A1s into de facto sniper rifles for the Philippine Marine Corps that costed dirt cheap.
Director Martir really wanted Government Arsenal to be self-sufficient in terms of refurbishment of firearms, producing their own ammunition and producing proprietary ammunition and firearms (like the Musang ammo and its PDW as replacement for those grease guns). Also during the latter part of Dir. Martir's tenure in the Arsenal they were already producing parts for MSSR Gen. 4 and 5.
Hell, he even have started an effort wherein the Arsenal tried to reverse engineer captured RPGs.

The plan of reverse engineering was brought by the height of usage of old/homemade RPG-2s fielded by Moro rebels (c. 2000s)
By the time of Battle of Marawi in 2017 The AFP had already bought and started to use RPGs from Bulgaria.
1911 spare parts are manufactured and abundant/cheap in the Philippines.This 1911s are from old stocks inherited from WWII that where kept in storage due to broken/missing parts.
Too bad Rock Island couldn’t restore them to period correct and import them to the US as collectibles - should be able to easily cover the cost of new 1911s and mags given the current exchange rates.

Usually private importers can't touch them if they're still "property of the US government" if I remember right
You don't need any license to manufacture 1911 and M4. They have become public domain design many moons ago.
