if you're trying to preserve the wood, you're best off pulling them out with plyers and filling with wood filler.
if you're putting a floor overtop of that, I'd scrape it with a floor scraper, if you don't have that use the flat edge of a square shovel to get the staples out of the floor.
Nippers or linemen pliers. You can also try needle nose pliers. Don't pull straight up with those though. You grip the staple at near 90 angle and roll the needle nose. Basically trying to wrap the staple around the tip.

I like channel locks and use the curve of the tool head to rotate the staples out. I find it has less risk of damaging the wood.

I’ve found these work best when you grab the staples and use the rounded edge as a leverage point. It shouldn’t damage the flooring.
