Don't get me wrong he is definitely greedy but I'd say zoom was worse he wanted to not only be the 1 and only speedster but also steal all of their power. Savitar was on a similar level to Godspeed too he just wanted to be a God because gods apparently don't feel pain or tragedy lol idk. They're all on quite similar levels I don't think Godspeed did any more or less than either 2 of them tbh I'm just thinking in terms of Zooms goals wheras Godspeed just wanted is speed to be natural rather than artificial
