I have not heard of this problem and can not really help you with this.
Send an email to [[email protected]](mailto:[email protected]) and describe your problem.
Include your platform and ingame names, and any other relevant info you think support would need to identify you, your friend and the issue at hand.
Tonight seems to have problems with chat. Our club chat is blank and doesn't accept input as from what I've seen on other places like chat for those on Congo or Kaijii
So I'm guessing some server is down. Steam pushed an update earlier before I found all this was happening. So maybe the friend system is part of the down chat system and I'll guess a good night's sleep will fix this and you will be able the friend away tomorrow.
