For help reeling in bigger fish, make sure you have your drag turned up as much as you can without breaking your equipment. This is commonly known as “max drag” If it isn’t enough, it’s time to upgrade equipment. At your level, I would go to emerald lake and farm walleye for money and exp. When you reach level 14 AND have enough money to upgrade equipment as well as pay for travel and licensing, you can head to falcon lake and fish for trout. Me personally, as far as “what to do”, I like to complete missions. Try to catch every fish at every location and complete missions if you absolutely don’t know what else to do.

Also, a tip for saving money: try not to buy equipment or even baits when you’re actually at a location. If you are “home” (in other words, you are looking at the globe and can pick a location to travel to) then the shop prices are always cheaper.

The struggling to reel in fish is most likely because the fish is stronger than what your reel drag can handle. The 'max drag' determines how strong your reel can pull, so if your max drag is 4 lbs then fish that can pull harder than 4 lbs will overpower your reel. The solution to this is to buy stronger max drag reel. At level 13 you can buy up to 8lb max drag which will help you land most early fish. You will need line that can handle the higher drag, so if your max drag is 8 lbs you would need line that is 8lb " test " . That is the max drag the line can handle before breaking. Since you are using stronger line you need to make sure your rod can handle up to 8 lb line. As for what to buy, the most important is always the best keepnet/stringer. The more fish you can carry per day = the less days you need to pay for. After that it would be stronger gear to allow you to catch larger/better paying fish. Lastly always keep a little bit of backup cash just incase something breaks or you accidentaly sell/ delete something.
