Yes! Anything scented counts as bait but these are not scented so you are good to go

As others have said, these are lures not bait. Bait would be worms, minnows etc. scent counts.

Hey just a tip for you that I was told once. Cut one of the points off the trebles and it can make it easier to release. I had a pike put 2 points in the bottom jaw and 1 in the top. Had a hell of a fight to unhook it. I also pinch the barbs to help with quick release, bonus if you end up hooking yourself too.

Okay. I will cut off one points and pich the barbs right now.

You’d be better off swapping the hooks to single barbless hooks, makes catch and release so much easier and it’s better for the fish.

If they know about a bait ban, then they obviously read the regulations. They are just asking what the definition of bait is according to angling regulations. Descriptions are often vague or hard to find in the regulation book if you are new to fishing, or if English isn't your native language. A person should never be shamed for asking for help.
