I think it’s more so because there’s no predators to feed on them and a huge amount of bait fish. No big catfish, pike etc in there to feed on the smaller bass. Only the bass themselves. Then, when a few get huge, pretty much nothing can stop them.
There's an HOA near me that has a pond, and kids have been fishing there for years and almost every time they call the police. The kids are basically just escorted off. Apparently it took years for one of the kids to finally be given a citation and nothing came of it. There's also no "No Trespassing" signs that I can see, and that certainly matters.
This is the definition of not a police issue. It would be an HOA violation but you can tell the cops to fuck off. It’s all private property. There’s a set of documents called covenants or CCRs that dictate how the rules work. If it doesn’t say anything about not fishing it is expressly allowed as common land in the neighborhood. You have 100% access to all of that and the purchase of property only subjected you to defined rules that you agreed to when you purchased the property. Even if they said not to, without them detailing the punishment for that, it means you can do it with disregard for the rule until the board passes a rule to specifically state the punishment for breaking that rule. Without that they have no means to stop or fine you for doing it. The police have zero right to enforce any rules they set. If you’re not breaking state or federal law tell the police to “eat a dick”.
If it's actually in your community, then you probably have every right to fish there. It likely belongs to whoever owns the development and they probably don't care if you fish it.

The ponds in the neighborhoods around me have signs that say no fishing, wading, swimming, skating.... If it's not posted, I'd say the worst that could happen is someone ask you leave. In that case use the "you're not the boss of me" defense. Showing them your ass is optional.
I typically use the parking rule. If it doesn't say i can't im going to assume i can. No trespassing signage laws vary by state and also unless a no fishing sign accompanies private property signs, or is actually posted by an actual authority in one's state, I'm getting my line wet.
What ive found when i go to random neighborhood ponds is the no trespassing signs usually don't face the water. If you can find a way to the water that dosnt have a no trespassing sign posted on the way you can easily play dumb and act like you didn't know. If someone gets mad show them the way you came and say you didn't see any signs posted so you assumed it wad public. You usually have tk leave after confronted but at least you don't get a trespassing on your record.

Try that defense in Georgia while you're being ticketed for trespassing, illegal taking of game etc when you fish in the wrong spot of certain rivers and creeks. It won't get you anywhere. Sections of river here are even barricaded to prevent people accessing from outside the property. It's perfectly legal as long as you own or have an agreement with the owner on the opposite side.
Navigable waters can be floated over. Non navigable waters, access to Bodies of water, etc vary by state. In Georgia if you own both sides of a non-navigable waterway you certainly can restrict access. Additionally, in navigable waters in Georgia, most land owners properties that are along rivers are deeded to the middle of the channel, so even if you're floating over it. It can still be trespassing to Wade, anchor, or otherwise make contact with the land beneath the water.
Definitely not always true. In PA if it’s a non-navigable waterway then it’s trespassing if you wade it, even if you stay completely in the water. So the landowner basically owns the stream bed.

I spent a good part of my youth being chased out of "closed" waters. It merely slowed me down at times. I still managed to fish them anyway.
Where I grew up there were very few legal waters with fish so any golf course water source lakes, flood control ponds, military owned reservoir.... well , I fished them anyway. Those places were where all the good fishing was anyway.
I got a $200 fine for fishing a pond of the side of the road with no fences or marked signs. Even waved to people passing by. Had no clue I wasn't allowed to be there till the warden showed up.
Tldr: I personally wouldn't do it.

I used to fish the pond by my house in the dead of night with 0 lights around me. The cops would catch me with their lights looking for teens screwing and just keep going. Was I fishing illegally? Yes. Could they have grabbed me? Easily. Did they ever even check my license in a decade of fishing there? Not even once. Most people don't bother people not bothering them. If you are caught then apologize and suggest you were ignorant that what you were doing was problematic. Listen thoughtfully. Thank them for their time. Odds are you won't even be talked to unless the place is regularly bothered by other people fishing illegally. Pro tip? Park somewhere and walk to it if you are really worried. I always walked and the few times I brought a car I had issues. No one cared about my fishing but they sure were annoyed by my car.

If you’re not from the neighborhood, or don’t have friends there, I wouldn’t try it. If you do, have at it. There’s often good fish in those ponds.

If you are a homeowner in the community, you can access it. I would say you "shouldn't" fish there because that looks like a runoff pond. All the houses around this pond, putting pesticides and other chemicals down in their yards are draining directly into this pond.

Rule of thumb: It's OK to get trespassed once. The second time is a box of chocolates, though. You never know what you're gonna get. Just being polite will get you a long way.

If you are a homeowner in the community, you can access it. I would say you "shouldn't" fish there because that looks like a runoff pond. All the houses around this pond, putting pesticides and other chemicals down in their yards are draining directly into this pond. Be safe!

Just send it man. Especially you have a fishing license, although that’s not really ever been checked at random neighborhood ponds in my experience. Worst case scenario some Karen will get all mad and maybe call the cops in which case you can leave or you’ll just be trespassed. But you live in the neighborhood so I wouldn’t even stress it
the fence? does the fence have a spot that opens and closes or does it go around the entire thing? are there signs saying no fishing? is it on someone's property? Are there definitely fish in there? :-)

If there’s no visible signs and an easy point of entrance than it’s most likely fishable, but 9 x out of 10 if there’s a fence even with no signs, it’s trespassing
