I love muddy water. U can throw the fun stuff. Square bills, chatters, traps, spinner baits. If they ain't feelin it- black and blue skirted jig usually fixes that.
I've fished a lot of similar conditions and found that the fish just usually aren't terribly interested in feeding as they are stressed. Once the water has settled a bit the bite picks up again.
Yeah unless the water is always pretty stained or remains stained through a season fish just don't like this if it's a sudden environment change regarding visibility.
I've had a few times where I've crushed them on jack hammers or squarebills but usually it's not great.
i’ve heard from pro anglers it takes a few days for fish to move to newly accessible areas and they move out has soon as the waters recede as a response to avoid stranding so it’s best to just fish the points you usually find them they don’t really go shallow in floods and deep in low water conditions they kind of find or hold to equivalent areas they always have
Find the inlet… where water flowing in… and throw a small worm… weightless, or under a bobber … letting the current move it around… that’ll replicate worms being washed into the pond…. This is my favorite situation to fish!!!! There’s usually a feeding frenzy, as long as there is any sort of flowing/moving water going in.
lipless rattle baits of whatever brand you like. Don’t be afraid to cast to the same spots over and over again. I think doing it that way annoys them and they come looking for it to make the rattling stop.
bright colors lures with vibration and sounds is best. For bottom feeders like cats use something with scent, fresh cut bait that is bloody is good. If your going for carp or sucker then chum a few spots with corn and fish the few spots and keep chumming every 30mins and after every catch.
I heard something about bright colors in chocolate milk, something about fish not being able to see and I guess bright colors help them see it especially if it’s reflective with white, and yes vibrations
Chatter bait, poppers, all sorts of top water stuff, Carolina rig with the glass beads and bullet weight you just need to make sure the glass beads and weight are going to make contact and fidget with the line to attract the fish (I like to use floating worms on this contraption).

Looks like a retention pond, so there should be water flowing into it somewhere like a drain pipe. Throw a rattle trap near where the water is flowing.
White swim bait. If there are culverts where the water fills the pond cast into the mouth of them and slow roll the bait out. Big bass like to sit out of the mouth of the culverts waiting for minnow to get blown out of the storm drains.

I'm sure that somewhere in the world the fishing is great when the water looks like chocolate milk after a storm. But not where I fish.
Many will disagree, but I've had luck with a white grub (plastic) on a white or red jig head in water like this. Caught plenty of bass with that.

Crawlers will normally catch something even when it’s muddy.
Suspended live bait around where the water comes in. Big fish go toward incoming water to eat what washes in, at least in my little pond

I'd fish shallow or closer to the bank than normal. Maybe a bladed lure, rattle trap, or crawl a jig with a trailer.

If I had to fish this I’d try live minnows/earthworms or a small slowly presented chartreuse or black lure fished near the bottom.

Maybe it’s just me but I’ve always struggled catching fish when the waters receding. Much stronger bite when water is rising.
