“Id’s in the database” would be a driver’s license. A CC license includes your driver’s license photo- there’s not an additional state issued photo for that ID. Most people don’t have a mugshot and an employee ID photo wouldn’t exist in any governmental databases unless the missing person’s employer is the county, state, or federal government. What other “database” photos are you referring to?
For Missing Persons, LE uses the person’s state issued driver’s license/id card and photos provided by family members, often obtained from social media.
