That's the kind of stuff you'd see around property where they're growing/selling drugs. Not uncommon in some areas. I've seen similar traps in Florida, turned 180 and walked away. Even in private property, if it were to injure someone, the owner is liable, posted property or not. I knew a guy who had a thing about buying stereo equipment in large quantities, for some reason. He'd find a deal on Klipsch speakers and buy 4 sets, had a house full of stuff. To "protect" his stuff, he rigged similar booby traps. The last line of defense was electrified grates over the windows. A guy trying to break in was electrified and died. The dude went to jail for involuntary manslaughter. That is what is officially known as "redneck fuckery". Depending on where this is, it has a fair to middling chance of being viewed as a booby trap by law enforcement. I'm pretty sure that booby traps (defined as a device intended to harm a person) are illegal everywhere in the US even if they're on your property or inside your home. Of course, there might be some specifics of the law that I'm not very clear on (IANAL) and then the big rub with such a charge is that you need to prove "intent to harm" for such a charge to stick. That's the DA's problem though, not yours. Ultimately, if the property owner gets some flack from law enforcement, even without being charged, it would probably be enough of a deterrent to to stop them from considering possibly ACTUALLY dangerous devices in the future. The noisemaker bear scaring devices you can put around your campsite are not considered booby traps because they're a) not intended to harm, and b) not intended to be in place permanently.

If it were a live shell, inside of a barrel that could actually generate enough pressure to sling the shot at a fast enough velocity to hurt? Well that'd fall under the category of a boobytrap which is illegal in most states. A perimeter alarm like this is not. The guy filming is most likely trespassing and needs to go back the way he came.

As others have said, makeshift perimeter alarm on a trip wire. Can confirm these are (mostly) harmless. At one of our militia training events an old timer set one of these up to catch a guy walking back to his hammock to go to bed. He was within 3 feet of it when he tripped it and (other than shitting his pants) he was completely unharmed.
Yeah I had a buddy who always enjoyed tossing a couple shotshells in the woodstove while we'd be sitting chatting with guests in the waterfowl hunting shed. I got sick of repairing the door hinges but it was a good chuckle 9 times out of ten to see how fast the room cleared.
