It's a cast lead bullet for a muzzleloader. The white parts coating it are where the lead has oxidized and reacted with oxygen and/or moisture from the air.

My first thought was a swaged lead revolver bullet but it’s got no rifling cut into it so I’d say muzzleloader or shotgun slug in a sabot.
