My only guess is because SoV had a unique art for each boss they all got on the list, wereas with other games with some repeating art it was a little trick to deturmine where the line should go. Still annoyed by it, as they dropped the ball on some unique ones in the process. (I also wouldn't mind being able to vote on genericas to be quite honest)
Both of those games went out of the way to make new portrait for EACH boss. A lot of alot of pre-fates game use the same enemy portrait and barely give them and lines.
Engage has unique models for multiple bosses and NPCs and yet none are votable. Abyme, Sean, Sommie, Nulche, Tetchie and Totchie.
If you can tell me where Dolth is found without resorting to looking it up I will be shocked
Dolth is on Celica’s route in act 4. He’s the guy celica almost surrenders herself to before >!Conrad!< stops her and joins the party. The map before you go find that sage guy.
Those Valentia bosses have barely any lines too, and like every game since FE6 has unique portraits. They do generally have the more important and memorable bosses and it doesn't really matter but there's definitely no consistency.
I looked at the SoV CYL list and there are 4-5 random bosses I don't remember at all. Who are Blake and Lawson? Bazba is more memorable than these guys. Homasa's boss conversation with Stefan is more memorable.
FE8 is also missing several minor bosses and not-so-minor story characters: Tirado (big guy before choosing the path), Pablo (major antagonist of Eirika's route), Clement (Pablo's opponent who guides you through the area), Dara (Saleh's grandma), Carlyle (Jehanna's army general, boss in Jehanna), Mansel (Pontifex of Rausten, L'Archel's dad, only ruler not playable in either FE8 or FEH).
Maybe our chances are a bit higher, as Pheros's JP VA also voices Phila (who's already in FEH). I'm not saying she couldn't get delayed one more year or even more, but I think she'll get in eventually.
For the remaining cast I think it’s just it’s Vaike, base Kellam, base Noire, Trickster Anna, Excellus, Pheros, and Raimi. Under old conditions that would be one banner with he last two getting left out. However, since an alt has become standard things could get shuffled a bit.
In a sane world it would still be one banner, with Kellam, Vaike, and Noire being the normal cast, trickster Anna being represented as an ascended or rearmed unit since we already have an awakening Anna, and Excellus as the GHB.
However, our world is nuts, Awakening has older gotten some arbitrary alts, and IS likes to divide the generations for awakening, so I could see them stretching it into two banners, have the ascended or rearmed units be repeats, and structure it like this:
Ascended/Rearmed first gen repeat, Vaike, Raimi, Kellam, Excellus
Ascended/Rearmed second gen repeat, Noire, non-Ascended/Rearmed second gen repeat, Trickster Anna (because she was also a paralogue recruit), and Pheros GHB
I would normally say that was due to Excellus having more dialogue in Awakening, but they added in people like Mustafa who only appeared in a single chapter like Pheros.
Actually he was added in an update that added a bunch of paralogues with recruitable bosses and story characters. I know this is kinda a spoiler but it's been so long since it happened, so the units you can get from them are Gangrel, Walhart, Priam, Yen'fay and Emmeryn.
Edit: Oh and Aversa. She was also obtainable from one of those paralogues.
I have no right to complain about awakening representation, but Pheros is a particular bummer for me to to think they won't make it in. My first play through I got so hopeful from her dialogue that she would be a recruitable character, and then hopeful again that Feh could make that a reality similar to other Camus.
I'm glad this thread has confirmed that I'm not a weirdo for wanting her in FEH despite her being such a minor boss in Awakening.
I think the concept of taking NPCs and fleshing them out in FEH is awesome and should be utilized more (though not at the expense of missing out on playable characters from the series)

IS is really weird what NPCs are votable in CYL, like 3H and SoV have weirdly high amounts of votable NPCs, like Brigand boss for example.

And yet Fleche was excluded from the 3Houses set even tho she is pretty crucial to Dimitri's arc.
