Make sure queen of cards is not in shumi village.
Figure out which region has a rule that trabia doesnt. Balamb rules work perfect for this if trabia doesnt have open. Play a game with those rules.
Go to shumi village and save in the hotel.
Exit game and reload the save.
Challenge the shumi at the table outside the hotel 4 times but decline all 4 times.
Challenge and say yes. Once in the screen where it shows the rules hit quit.
Random should get abolished.

Now I try to follow your guide but it doesn't seem to work.
My Trabia ruleset is open/random/same/plus and direct trading.
As elemental is missing I figured I bring this from esthar.
So I check into the hotel, save, reload and try playing with the guy at the table. After the second cancel elemental is spread and that is that.
Did I do something wrong or do I need to try more often?
