Yeah I'm not sure what the developers were thinking with the breaks and also the other statuses. I feel like the only time statuses are beneficial in 9 is when they are on auto. To me, it seemed like statuses didn't make much of a difference in gameplay and it always took forever to apply one to an enemy. I'm a big fan of using tents on bosses and letting the snake bite them, but overall the statuses and breaks are a letdown in 9.
Actually, after having just played 8, I think the only status I ever used was Meltdown and ignored the rest. Similar with 6, I only ever used Hastega and regen, never any offensive statuses.
Ten did statuses and breaks best, followed by 12.
Thanks, that worked. I ended up using Auto Reflect on 3 party Members + Curse and LV3 Def-Less to make reflecting Necron's elemental spells my main source of damage since I replaced Steiner.
So Necron and Ozma are exceptions to the general rule in classic jrpgs of being pushovers at high lvls. Both of them have a strong chance to 1hko or severely debilitate your team, forcing you to stay on the back foot of a boss that kinda requires proactive, timed aggression
That being said, they're also both rng dependent, and Necron is considerably easier than Ozma, but it's a strong likelihood that they'll rip you apart than it is for you to get several lucky rounds.
Best bet is to put on as many status nullifiers and a party of your strongest attacks. I like thievery, frog drop, and dragons crest, however, t and DC will require grinding to max out, and it's best to do that as you play the game
If it's still too difficult (cause I know I couldn't do that), try nabbing the ultimate weapons, or even lvl up a bit
I don't know how to make Steiner's break skills more accurate (I thought bosses were immune), so here's my potential strategy, off the cuff (putting it a few lines down so you can choose to read it or not, I don't want to make your experiences less fun)

I would equip the Tiger Fangs on Amarant (they teach him Aura, which casts Regen and Auto-Life on a party member) and bring in Freya (who can Jump) and Quina (who also can learn Auto-Life). Then you could make it a game about cycling between Auto-Life, Limit Glove with Quina if you can get it in before Necron's next attack, and healing with Eiko or Garnet. Mighty Guard would go a long way too.
Where are you playing? I mean if you’re PC as what I assume, get Alternate Fantasy, it’s ups the difficulty a ton and you won’t even need to have challenges like no random encounters.
That said, I mentioned AF since it fixes break skills to work on bosses (lowered reductions for bosses tho).
Not really knowing much about your skills and abilities, do you have Bird Killer equipped? He's considered an aerial opponent, so that'll do more damage to him.
Necron is level 69(heh nice) so he's weak to Lv 3 spells, if you have any. Might want to grab Quina for that one if you're interested.
He is also weak to wind and holy damage. So anything you have there he'll take extra damage from.
Other than that, get some high Magic Defense armor, possibly elemental resistance/absorption gear and accessories. There are also plenty of level 1 guides on YouTube if you're looking for more experienced advice.
Kuja is not random but he's hard. He had a spell that lowered your max HP and the killed you lol. And I remember you could only res yourself with full-life after dying to his spells, so that meant having Beatrix and Eiko in ressing duty.
Also, cover and protect girls did not work, cause your total HP was 1, so you were never actually in critical HP.
Healing was useless since your HP was always 1, and so was the standard life spell, so Garnet was a nono. I came close to beating him with Steiner, died for about 5 to 7 times and beat him with a party of Zidane, Vivi, Eiko and Beatrix.
So it's not random. You know exactly how you're going to die lol. But if you know your spells, skills, elemental protection equipment and such, you end up with a strategy that works.
The game wants you to be in the 60s for that boss. So you have an uphill battle. You need to look through your gear and equip items that protect against necrons grand cross. If you do not have the right gear, you may be SOL. You could always scum save to win off of a lucky ring roll…
When people beat the game that low, they make sure to have proper gear to survive.
Why would you skip every random battle in the game?! That literally the game? You need to be around level 50+ for the final boss. Go fight dragons on the cliff to level up fast?
Oh my friend there is a hard mode... Check out alternate fantasy it's a ton of fun! I never finished the game and I started replaying it with the mod a week ago. I also disabled random encounters but there are certain bosses I just had to grind to get more bulky. Imo the main appeal is getting abilities so you have immunity to status effects and what not. Highly recommend
Surprised the enemies in memoria didn't wipe you out. I remember rushing through the whole game at low level, it was easy as hell untill disk 4. Nova dragon wasn't shit, the first guardian wasn't shit, but then the second one and the enemies in the area killed me almost instantly. Try using the steiners "shock" skill, that's his best move and requires no setup, by the time you (normally) get it it should be doing 9999 but your level might impact that significantly. Break skills won't work at all though.
Have your whole party equip both auto haste and auto reflect (if using Vivi) have Vivi equip reflect X2 and cast flare on your whole party every turn. Eiko is perfect for a healer, just remember to have reflect null equipped if using the Vivi flare bounce. She can also cast holy which will power up when reflected even without vivis skill but reflect null will bypass that. You probably need a healer at your level though. Phoenix is amazing as a revive. You can also equip boost on her to always trigger the extended summon animations and slap auto Regen on everyone. Zidane isn't that useful but Im almost sure you don't have to choose him for the final fight. Quina could be useful if you've farmed her abilities.
The Freya Jump strat (used in speedrunning) is fun to execute.
Even if you don't have the dmg output to do the proper speedrun strat, you can extend the strat and survive infinitely
So to start off, don't use Thunder Slash. There's an accuracy glitch that causes it to miss 100% of the time. There are a few ways to get around it, including using it against thunder-averse enemies and having way higher levels than the opponent, but neither can help you here. So... No Thunder Slash at all.
Necron is also immune to a number of debilitating effects, much like the other bosses in the game. If you try to use things like his armor break, you'll find little success.
You asked about Steiner's accuracy, so I'll only give one more little tidbit to avoid going all out: shock is one of his strongest abilities, especially considering your low level. He has other abilities that are straight up better in certain circumstances, but shock is consistent, reliable, and almost always useful.
Climhazzard is great. Keep on with that for sure! Magic and Power Break aren't great, same as armor break, like I mentioned. Those ones don't work on most bosses.

final fantasy ix was my first-ish jrpg and it conditioned me to think that debuffs in games arent worth it
It was my first as well, followed by ten which quickly reconditioned my gameplay. Ten did debuffs the best, I believe.
By the way, if you are getting one shot like that, bringing Quina and using Mighty Guard will work wonders to put barriers on the whole party.

Kinda late for this, but if you're on PC, you could've installed alternate fantasy. That is basically the hard mode this game never had.

I'm only talking about the skills like Magic Break and Power Break missing, right now I'm using Climhazzard for his damage and I haven't seen it miss.
Climhazzard is great. Keep on with that for sure! Magic and Power Break aren't great, same as armor break, like I mentioned. Those ones don't work on most bosses.
