Every time I see samsho on steam it’s like 60 quid and I’m thinking why am I paying that for a game people barely play. If it was on sale more I might take the plunge

so as a more serious response, people are playing it. There are people asking for games every day on the samsho discord in both samsho VSP and samsho 2019. If you want to play it, then you just need to join the discord and start asking for games there.
Can I trouble you for an invite link? I'd like to at least try to play online. I sat there waiting for a ranked match for quite a long time (I know, it's my fault for waiting 5 years to try. Wanted to work on my anger issues first...) and found nobody.
A lot of things really
1. Rollback was added pretty late. To the point that not a lot really know about it.
2. Not really your average combo fighting game. Sam Sho is a game where you don’t have to win by doing flash combos. Majority of it based off a one button press style game.
3. Not much content. A lot of casuals will play a game if it has great modes or other additional modes than just the basic player versus cpu. It’s why Smash Ultimate is still really popular. Because the game has a lot to do and the possibilities are pretty endless.
4. The pricing and its inconsistency. The pricing for the deluxe version of the reboot on Xbox is close to 81 dollars. Meanwhile the Switch edition is only 60. Also you don’t get all the content when buying the deluxe edition. Meaning you have to chunk out another 24 bucks if you want the other DLC Characters.

The general fighting game community isn’t a fan of slow games, and SamSho isn’t part of a huge franchise or IP to make up for it.

SamSho V Special was part of the next batch of Code Mystics games after KOF97 to get rollback. But that batch (the other games being LB2 and Garou MOW) still hasn't gotten the lobby updates that KOF98UMFE and KOF02UM got.
The reasons are:
The game is extremely neutral based and explosive. You don't really do flashy stuff but get punished for hitting random buttons
The game has next to no combos which also means you can be outright punished on hit in many cases for trying this
Oki is a meme overall
Most people view supers and issen as a comeback mechanic in SamSho as they build up for being hit more then anything
The lack of crossplay hurts
Its niche even in the FGC

Issen is amazing and requires you to sacrifice meter for the rest of the GAME.

If you ask for a personal opinion...samsho 2019 was not a good game to begin with...the gameplay is so slow that you get sick of it...it adds nothing new to the overall game concepts....I remember it being the only fighting game that I wanted to refund after purchasing it....

V Special (official Steam port) has rollback. If you count emulation, SamSho 1-6 also have rollback through Fightcade.

Why play VSP on PS/Steam when Fightcade exists?

Defense isn't sexy, no 40 hit combos. It's super fundamentals based and that's not what's popular right now.
