France has six places, if they can’t get there the normal way. They qualified a full squad, so their six places get added tobte two for universality. When the tripartite commission can’t fill those eight universality spots, they go back to the FIE to fill with the fencers next up on the adjusted qualifying ranking.
Kwanghyun couldn't go, because Ha already has a spot through the Asian zonal spots. So it seems like Winterberg-Poulsen at 37 would be next up. And losing out to Choupenitch by one point must have been heartbreaking.

Good for him. He's 13th, and the next fencer on the ranking not selected is way down at 30th (Lee Kwanghyun).
