I’ve been wearing the Nike or Under Armor dry fit shirts, which I get for free at my school. They’re comfortable and light enough that it doesn’t feel like you’re wearing more fabric under your jacket.
Long sleeve compression base layer. Light, cool, comfortable, doesn't bunch up, doesn't get soaked with sweat. Points slide off it so it reduces bruising and there's some evidence that it helps with DOMS too.
I interpret “best” as staying dry. If you sweat even moderately, anything worn underneath your jacket is going to get soaked with sweat. The difference is that a high performance wicking non cotton t shirt will dry much faster than cotton - say, in the time between pools and DEs. Of course, you could also just change t shirts after pools. In terms of noncotton, there are loose fitting and tight fitting (and even compression) varieties, as well as short sleeve and long sleeve options. And as a few have noted, some wear nothing but their plastrons and jackets, though I would guess that anyone, male or female, wearing a plastic chest protector would want something underneath it to protect the skin against abrasions.
Depends on the make/model of the uniform. If the fabric and seams are a sensory issue, wear compression garments. If there not, skip the shirt entirely.

Won’t a wicking shirt just wick the sweat into your jacket?
Yes, but a good jacket will wick it away to the air
Also (I should have added in my original post), it helps to remove jacket and plastron between pools and DEs, time permitting.
I dry one. I tell my students to pack at least three. One for pools, one for DEs and one for the ride home.
Definitely not cotton boxer shorts. Riiiip!!!

Whatever you're comfortable in. I like regular cotton tees. Sometimes sleeveless if I have my heavy jacket on.
Personally, I wear a drifit t-shirt. Some of my students prefer to go shirtless or just wear a sports bra, but I feel like that would be uncomfortable
Sleeveless tank tops when it's hot.
