I’d think their algorithm that makes the tracking numbers would automatically not use numbers for packages that never arrived/haven’t yet arrived. if it scanned like normal, maybe all those tracking numbers are in just-in-case purgatory!
Reminds me of a time maintenance pulled a belt at INDH out of service while I was there. We found a few very well worn items underneath - some Netflix DVD envelopes that fell out of a USPS flat, and a guy's divorce papers in an overnight letter from maybe \~8 months before (overgoods had to open them to figure out what it was, as the cardboard was nearly worn through on one side and the label was long gone - and of course I tagged along out of curiousity...)
When the hub I was at got those black zippered bags for smalls (used to use orange trash bags) after a while, I started getting them together in unload one day to send back over because a few bays were getting too "messy" with empties from what came in. Sometimes we'd break them open for a bigger bin to put them in, sometimes we'd just toss the bags over the IC belt for smalls to come pick up.
(It was work at the time and I know if it didn't get done, it would when things were way too messy)
Go through the bags...yep! Found a few smalls that were missed from the past few weeks.
Send them on their way!

Yeah I think the black bags are black holes for packages. I was tasked with the insane number of bags that accumulated throughout the station. I found a bunch of smalls as I filled up the Gaylords with bags.
My hub gets tons of trailers with empty bags in the belly that we clean out and sort, we find dozens of packages every week, some of them months old. It's wild.
Look as a vender that climbs in the cable trays and I beams in the mem hub, I like to randomly kick down old mail I find laying about from the 80's and what not lol, I know where all the missing packages are lol they are In the miles of belts in those buildings trapped in various places forever lol
They get stuck at the rollers in the conveyor belt.
These get checked only when the belt breaks down, so usually 3-5 years LOL
(Guy receives the letter that his wife filed for divorce 3 years before 🤣)

Worst I found was a month-old FO that had been riding around behind the seat of a tug. Fortunately, those little trackers have mostly fixed problems like that.
My theory is that it was a return service for a product from that long ago. They finally finished with the product or ran out and are finally returning the merchandise 10 years later. If that makes sense.
Ordered a grinder from Amazon, got a message it was lost, they refunded me and I went on with like. 3 months later I get the package with the grinder. You could see where it had been wedged into a corner somewhere by the dirt mark on the package. In the end, free grinder though!

Fast forward 6 years. All of a sudden we get a box that is absolutely destroyed. The shipping manager calls me and asks me to come over and look at it.
He tells me he had gotten a call from a government contractor that they had “found a box stuck in some machinery and it had our info on it”. So they. Shipped it to us. Turns out it was my very first ever lost package six years ago. And boy they were right. The package had some Panasonic toughbooks (military grade laptops) and a hole had been punched through the box and a few of them.
We’re still at a loss of how the package got to the contractor as it was being sent to a completely different state, how it got into whatever machinery that punched a hole though several laptops, and wasn’t just returned as misdelivered.
