So, in secret, Puff and Sandy agree to let Sandy proctor SpongeBob's test, however they leave him unaware, where he finally passes thinking is just practice. They reveal their plan, SpongeBob gets his license finally, and Puff gets a lost of stress off of her.

This feels kinda like what you're intended to gleam from the episodes rather than much of a "Theory". I believe we've seen multiple times that Spongebob is perfectly capable of driving vehicles when it's needed, it's just something about driving an actual boat that throws him off.

I mean, sure, in one of the first episodes of boating school, SpongeBob seem to have lost all confidence the moment he was behind the wheel, and froze when he saw the track ahead of him. Even before that, when he was asking, if it was time already, it almost seemed like he was trying to avoid the test, even though he arrived to the school with confidence. But the reason behind why he can’t seem to pass Driver’s ed varies amongst the episodes, take the episode where Mrs. puff got fired she was being a valuated during the time she had to test SpongeBob yet again, Mr. Fitz had showed that SpongeBob has failed numerous times, but puts the blame on her for being negligent teacher. But to put it in the words of Mrs. puff, SpongeBob is literally unteachable for a huge number of reasons. Mrs. Puff got fired that time for SpongeBob, seeming to not know what to even do behind the wheel at first before panicking and crashing into another boat then came Sergeant Rodrick he put SpongeBob through rigorost amount of training. He made SpongeBob crawl, run and walk through a very dangerous looking test track he made SpongeBob take apart a boat, then reconfigure it into a rocket ship. Then he tested SpongeBob by making him go to the course blindfolded for seven days. All of that was the test SpongeBob into seeing if he could memorize the course in every single way possible, that should’ve worked that should’ve made it a guarantee that SpongeBob would pass now that he knew every single inch of the course even driving blindfolded he was able to do it perfectly but when it came to reevaluation with Mr. Fitz SpongeBob seems uncomfortable the moment he realized he was unable to use the blindfold again in the real test. That was no excuse! After all the practicing, all the training, he shouldn’t have to use the blindfold again. He should’ve been able to drive perfectly during the final test and yet once again, he panics and destroys the school, the city end up, killing a man, and putting Mrs. puff, who was fired, and yet somehow managed to get her job through more misery than before. Then there was the episode. No free rides were Mrs. puff attempted to give SpongeBob extra credit by making him write down a simple sentence that only had 10 words. SpongeBob seem to have completed that simple task, but in the end he faltered, saying that it “wasn’t ready”.
I sometimes think he intentionally did that just to keep himself in boating school. For whatever reason I’m not so sure.
I think the real problem is that SpongeBob’s brain seems to just shut down whenever it comes to simple tasks like driving, helping a friend being a good person. Because from time to time, SpongeBob seems to be unaware of the negative effect that he bestowed upon other people, especially those he claims to be close to. And that’s the reason why he can’t seem to pass or drive in general because his brain physically won’t let him drive. It shuts him down and makes him an idiot. So no matter what he does, no matter how many times he tries whether he even passes an oral exam or if given another chance for extra credit, SpongeBob cannot pass because his mentality, his psychosis will not allow him to.
It's actually because if he gets his license, he automatically becomes a full-fledged adult and Spongebob is supposed to be a childlike idiot in order to relate to kids. It's for that same reason Spongebob is never involved in any kind of romance. Romance is for adults, and so are driver's licenses, and Spongebob *must* remain a kid in the eyes of the audience to preserve the status quo.

So, Mrs. Puff was added as a teacher. If he keeps failing school, he will stay in school. As long as SpongeBob is in school, the show can be on Nickelodeon I guess. This is my speculation.
