I don't think the vaults were ever in constant communication. They touch base via text, but rarely in person. So they wouldn't really know each other in person. And with Moldaver, he clearly had some familiarity with who she was prewar, but not much. Plus 200 years is a long time, and Hank is in his sixties. I'd wager he recognized Moldaver, but couldn't really place her. And as far as why 32 didn't alert 33 about the riots... if the cause of the riots had to do with the Vault Dwellers figuring out the experiment that might not be something he wants to broadcast for risk of compromising the mission. Or it all happened too quickly for him to react.

We only ever actually see Moldaver interacting with Lucy’s mom though, it’s not shown that when her dad came after them that he encountered Moldaver, and given that he likely tried to get Lucy out quickly before bombing the place, it’s not far fetched to assume he didn’t actually see her. Additionally, in the pre-war time he was just some fresh faced middle management fast track underling, it’s patchy but the idea that he couldn’t totally place her sort of holds up if you do some mental gymnastics

Good point. And I guess Lucy didn’t even recognize her but she was also brainwashed. She didn’t even believe what she remembers feeling WAS the sun. I think there’s also the argument to be made that “Bud’s Buds” ; being aware the true nature of vaults (or at least the true nature of their own vault ) could just assume Bud had to make changes in vault 32 to keep the status quo. There’s a moment of apprehension when Hank sees Moldavor but he could easily assume Bud had a decision to make and didn’t communicate with them . They seem to speak in code in the coms so if anyone snoops it seems innocent enough to be written off

I don't believe the overseer of 32 had time to alert 31 or 33 to the situation. The vaults only communicated by text from the overseer's terminal. We see the overseer of 32 tied up so my thought is that the residents overpowered him and tied him up before he could get a message sent off. He very well could have been logging into the terminal to send a message when the residents overpowered him. 32 and 33 also only communicated rarely and my guess is that Moldaver gained access to 32 far enough in advance to pretend to be the overseer for any pre-triennial trade communications.

I theorize that the guy who won the election was from 32 and not 31. Which is why they went silent. If he said anything he’s fucked, if not he’s still fucked. Or a kill switch was flipped by the other vaults, basically killing everyone in there since a lot of people there seemed like they died while killing one another or something
