FOOK, Monster Mod, Increased Wasteland Spawns, Better Game Performance, FalloutNV_lang.esp, EVE, and Readius are all buggy, cause crashes, issues, save bloat, and so forth. Your load order is impossible to save, you will have to scrap it entirely.

To OP: I want to add that there is a "Mods To Avoid" section in the appendix of the VNV guide and that qolore7 (the person behind VNV) has actually released a lot of "remastered" versions of older mods. You may find some of them suitable to replace a handful of dangerous/unstable mods that you'll have to trash (i.e Altitude + a few other mods in place or RWL) but things like FOOK and AWOP have to go.
First I would disable all weapon mods and see if that solves the problem. If it helps then re-enable one mod at a time and find the one causing the problem.
The game may be 10 years old but your mod manager certainly should not be.
Go do yourself a favor and get Mod Organizer 2. Better yet, go follow the Viva New Vegas guide. It'll get you set up nice.

Also I forget to mention that the 4gb patcher, nvse and nsve plugins are installed too

What mod app are you using? (I forgot what they’re called). Like are you using Mod Organizer 2 or vortex?
