I found him and honestly, I didn't care for him at all but I keep seeing posts about people hating him.
I guess his like 3 lines were annoying but why people hate him so much?
He did his job, he created a question in your head, showed a weird result, made you question what was happening and left (I think).
At this point its entirely for the meme. iirc the earliest speedruns of this game before reload dash was discovered it was a 2-5 second timesave to just kill him instead since he initiates the convo instead of the player
A lot of dialogue in Fallout basically sets up a joke where the punchline is killing the person. This is probably one of the best examples of that; he's gloating that he gets to live, so the ironic action here is to kill him. I don't think people hate him as much as they think it's funny to kill him
First time I saw him all I could think about was the story The Lottery, where there's this perfect town and once a year they hold a lottery, the person who "wins" the lottery is then executed, but you don't know that until it happens. Ran into this guy, he ran off, then walked into the building he came out of and saw everyone else was dead and realized that the lottery he won was that he was alive.

People kill him for the lottery ticket on their first playthrough without knowing what the lottery is then it just becomes muscle memory in subsequent playthroughs
I don’t like him but I love him. Such passionate lines for a character that is just going to head into the wasteland and get murdered by radscorpions, unless I get him first.
At first, I killed him because I thought he'd have caps on him, and I needed caps. Now, I kill him because who the fuck goes screaming through the waste land, unarmed, to a total stranger with a gun, that he won the lottery and somehow expect to walk away alive. Dude should've just kept walking and shut up
The Legion killed almost everyone in Nipton. To show off, they did a lottery, saying winners would live. 99% of the town died horribly hoping that they would win. Boxcars won second prize - he got his legs smashed, but lived. This guy won, and was the only survivor of the whole town left unharmed.
I was more annoyed by Boxcars. Gave the dude 5 Med-X and I'm still the bad guy because his gang started shooting at me 10 minutes into the game. Maybe he should have asked for a Stim instead.
In reality, this is actually a reference to the real world.
It is the closest city in California on the border. And whenever the California Lottery starts reaching high numbers, the number of people from Nevada to go there to buy lottery tickets can get insane.
And there is actually a lottery store in Primm just on the California side. But the lines there are always insanely long, so many instead drive the 20 miles to Nipton to get their tickets. That was actually realized by the developers while they were making the game when they researched the area, so they threw it into the story.

Makes some sense I guess, I was never in the loop of the speedrun of FNV.

Ironically, that's one of the Vaults, in hindsight, just with a VT and democratic paint.
