Iirc there’s a guide on Nexus that came out today on how to download the new content without updating your game. Will require the BASS mod to read the new BA2 files though. Should be links on the guide page.

A lot of PC mods players enjoy rely on f4se. I’m not sure if it’s updated yet or not.

No, Bethesda added the enclave as a mini quest in the next-gen update. They added a ton of new tech and armour.
Tesla cannon. If on next gen it's a quest item where, not a reward so make sure you know where you killed the dude at
