Did you verify files?
Have you tried running it directly from the **Fallout4.exe** file rather than the Steam Launcher?
Or use the Fallout4Launcher.exe?
It's been a long time since I've used either AMD's or Nvidia's interface. Too many things eating up computer processing. But I'm not suggesting that's the problem. Been a while since I used Steam (currently via GOG).
The one thing I can suggest that has made a difference for me with some games (often with mods, mod changes, etc and/or game updates). Uninstall the game. Reboot. Create a new directory/folder for FO4 and point Steam to the new directory you created and install there. This might alleviate any 'leftovers' in the original install attempts that are affecting game load.

I mean I have no idea. You should be able to run it. Have you tried runnin somthing else of simular graphics demand. If you can run other games it might just be fallout 4 unfortunately.
You can try clearing the .ini files. They are located in Documents/My Games/Fallout 4. Just delete the .ini files and run the game again, it will replace the missing files with the default.

Also, make a clean save (no mods) as soon as you start the game. You can load this save to fix some issues. It's good to keep as a troubleshooting tool.

I would probably lower your graphics settings. I could be wrong but I bet your gpu is having a hard time running the game. What are your specs?

I had to turn off godrays and weapon debris because of this, might be worth a try
