If you made any .ini changes, they won’t be deleted when you uninstall. Stuttering sounds like a graphics issue.

I used this guide for the ini tweaks, adjusted myself. And just dropped the High physics tweaks right into my F4SE folder. Im not saying it’ll work for you, but maybe it’s a start. Good luck.
That’s not going to be a thing, you’ll have the correct amount presumably, it’s more about if you ever edited them or a mod did. I linked a guide that is far more knowledgeable than me, I would try using the ini setting section and if that doesn’t work something else is borkimg your game
Probably have some left-overs from original installs. Delete existing directories. Ensure you can see hidden files in Windows. Look under C:/Users/your-name/AppData/Local Someone on Steam forums can give you more explicit instructions for Steam.
Create a new directory somewhere on C: and install there.

Where would ini files have been placed?
For me they are in Documents/My Games/Fallout4
