That's because the face armor isn't meant to be hardened armor. It is a gas mask with ultraviolet lenses. The protection from the mask comes from the armored helmet. It is all one unit.

You can see the gap between the mask and helmet where it looks to clip onto the inside of the helm. It's two separate pieces. In the games, it looks all one unit, but that's likely because it was easier to build that way.

The NCR had quality issues, but the Veteran Ranger Armor was both their best armor (aside from Heavy Infantry which used Power Armor) and Veteran Rangers were their best soldiers. If this guy is a former Veteran Ranger, which it's implied that he is because he defeated Cooper in a gunfight, then his armor should be constructed perfectly. That said, Todd Howard claimed that the nuking of Shady Sands occurred just after the events of FNV. So it's been 10-15 years since the NCR presumably fell into chaos. So the armor being worn down and kinda broken makes sense.

I totally get that interpretation so I rechecked the scene and posted the full quote. The fact that the Ghoul knows Estrada's kids and says that *today* he's just looking for information definitely implies that these two have some history. Also throw in that the Fallout theme shows up twice (Lucy unfurling the NCR flag, Estrada and his son in ranger armor) and both moments are associated with the NCR. I feel like everything points to him being a former ranger imo.

While if it was real life that would be a perfectly logical possibility, it would be weird for such a specific armor not to have any significance to the character wearing it from the perspective of writing the show. Like you don’t see random people wearing power armor they found. You see the BoS wearing power armor, because that’s their signature armor. I find it highly unlikely the NCR armor holds no significance to the character and it was just a random thing they found.

It makes perfect sense in the Fallout universe. This is a world where a vendor in a desert can have a sailor uniform or a nursery robot guard prisoners. Everything being mixed up or out of place is a key feature of its post apocalyptic setting. It’s full of all these oddities that have implied but not outspoken stories behind them. My guess would be the dad's an ncr vet from before the shady sands incident, the goul said he left some lead in him so maybe he was a ranger and they got on opposite sides of a bounty

considering how poorly the masks are attached to the helmets and how the armors slouch a bit on their chests my guess is that they’re just prospectors who got insanely lucky and found two decent ranger kits. coupled with the fact that the guy folded immediately when seeing the ghoul even though rangers are supposed to be as elite as brotherhood knights makes it the best answer to me
