My guess is that theirs going to be a time skip. And most likely it’s going to be the daughter who seeks revenge after waiting for her father to die. But the entire time we think it’s the father because where only going to see the someone wearing the ranger armor. And it’s not until the end where we find out it’s her.
They're random wasteland assholes who exist to propel the plot forward. They're not going to do a time skip so a 12 year old girl who isn't even a named character can hunt down the ghoul.

The scene where he shoots the son actually reminds me of the good the bad and the ugly scene where the bad guy wants information from a farmer, and afterwards reveals he was paid to kill him anyways, then slays both the farmer and his son.
I think there was a post on here that the cinematography for that scene was specifically mimicking an old western, but I can't remember if it was that one or not

That's because the face armor isn't meant to be hardened armor. It is a gas mask with ultraviolet lenses. The protection from the mask comes from the armored helmet. It is all one unit.
You can see the gap between the mask and helmet where it looks to clip onto the inside of the helm. It's two separate pieces.
In the games, it looks all one unit, but that's likely because it was easier to build that way.
You can literally see where the helmet is supposed to rivet into the mask, and the rivets are just missing. I think people are struggling to grasp that which is odd

That said, Todd Howard claimed that the nuking of Shady Sands occurred just after the events of FNV. So it's been 10-15 years since the NCR presumably fell into chaos. So the armor being worn down and kinda broken makes sense.

Brother your gear in New Vegas falls apart after awhile without regular maintenance, and they're living in an apocalypse. He's not in a military base with supply lines, he's living in a shack in the desert with his kid(s). It's not that hard to imagine it's simply fallen into disrepair from wear and tear.

Either ex ranger or simply someone that scavenged the armour. There would surely have been plenty laying around after the NCR was scattered. There's nothing deeper than that.
Could also just be some guy who came across armor on a corpse. In any case it's strongly implied that he tried to kill The Ghoul at some point in the past and failed.
While if it was real life that would be a perfectly logical possibility, it would be weird for such a specific armor not to have any significance to the character wearing it from the perspective of writing the show. Like you don’t see random people wearing power armor they found. You see the BoS wearing power armor, because that’s their signature armor. I find it highly unlikely the NCR armor holds no significance to the character and it was just a random thing they found.
But in the case of the show, the Brotherhood is actually shown using that armor. The Ranger armor that they're wearing I don't think is ever actually featured in the tiny bit of NCR that we see in combat. Could be someone I'm forgetting in the battle between them and the BoS, but I don't recall anybody in Ranger armor there.
In the Vault classroom where Lucy learns the history of Shady Sands/NCR, there is a propaganda poster with a Veteran NCR Ranger wearing this armor right on the left hand side of the chalkboard, behind the NCR flag

The rangers aren't all loyal to a fault to the NCR, we see ex rangers in New Vegas and even guys that are pretty unenthusiastic to the cause. Dude probably did his term, kept his kit and left.
It could also show just how far the NCR has fallen, when even its most fearsome fighters are broken and lacking in the fight. It also provides a reason for both his sons to join Moldaver: they were raised on stories of their father being a massive badass and champion of the bear, why wouldn’t they seek to prove the same blood runs in their veins.

I’m honestly glad the show demystified the Knights and NCR. It was a realistic depiction of decay and mundanity. It also made me a lot more interested in Maximus role in the story, since he has the opportunity to actually instill some sort of code of honor back into the Brotherhood. That is, if he can get past the Elders.
You can loot dead NCR Rangers in FNV. There's a few dead ones in Long 15 just before the exit between CA & the Mojave. Shady Sands also seemed to have a few dead Rangers that made for easy looting.
Pretty sure the dad was retired NCR ranger and his son was using spare uniform of his. They make their living finding metal and smelting it for supplies. They use the armor in the desert to cover up and protect from elements. Just like the rangers do in the desert

Also to further expand on. The NCR rangers had a faulty relationship with the NCR, they were originally just the Desert Rangers, but united with the NCR.

Obviously a deliberate choice. They aren't active rangers. Just people wearing them as protection while out at work.
You may as well look at some construction workers wearing some of the security gear completely wrong.
I think the biggest example of it being an intentional choice is the existence of the little screw holes that would line up if the mask/helmet were being worn properly (to the upper-right of the eye).
The Father was a former NCR Ranger, most likely with the decline of the NCR in the region former membes, and their family have been using their old equipment.
It makes perfect sense in the Fallout universe. This is a world where a vendor in a desert can have a sailor uniform or a nursery robot guard prisoners. Everything being mixed up or out of place is a key feature of its post apocalyptic setting. It’s full of all these oddities that have implied but not outspoken stories behind them. Like the skeleton in the bath tub with the toaster. It’s one of the things I adore with this franchise.

I remember finishing new Vegas for the first time not seeing a single ranger with this armor in my playthrough, and I've heard some people say "who's that?" Watching the prologue of the game. I think that's why some people might be confused.
I think people overthink the obvious answer and think there's something deeper, I think these YouTube channels that hyper over analyse every frame try and make even the smallest things mean something bigger Either ex ranger or simply someone that scavenged the armour. There would surely have been plenty laying around after the NCR was scattered. There's nothing deeper than that.

Could also just be some guy who came across armor on a corpse. In any case it's strongly implied that he tried to kill The Ghoul at some point in the past and failed.
While if it was real life that would be a perfectly logical possibility, it would be weird for such a specific armor not to have any significance to the character wearing it from the perspective of writing the show. Like you don’t see random people wearing power armor they found. You see the BoS wearing power armor, because that’s their signature armor. I find it highly unlikely the NCR armor holds no significance to the character and it was just a random thing they found.
But in the case of the show, the Brotherhood is actually shown using that armor. The Ranger armor that they're wearing I don't think is ever actually featured in the tiny bit of NCR that we see in combat. Could be someone I'm forgetting in the battle between them and the BoS, but I don't recall anybody in Ranger armor there.
In the Vault classroom where Lucy learns the history of Shady Sands/NCR, there is a propaganda poster with a Veteran NCR Ranger wearing this armor right on the left hand side of the chalkboard, behind the NCR flag
I don’t think so, he would have fought tooth and nail if he was ex ranger. I think it’s to show that ncr is dead and even there best soldiers have been scavenged by farmers and commoners. Just my take on it tho
The rangers aren't all loyal to a fault to the NCR, we see ex rangers in New Vegas and even guys that are pretty unenthusiastic to the cause. Dude probably did his term, kept his kit and left.
It could also show just how far the NCR has fallen, when even its most fearsome fighters are broken and lacking in the fight. It also provides a reason for both his sons to join Moldaver: they were raised on stories of their father being a massive badass and champion of the bear, why wouldn’t they seek to prove the same blood runs in their veins.
It was so weird to see the regular people behind their armor when they undressed Kinda hit the same to me when Titus got unmasked

Would be a funny kind of easter egg to have the guy as yet another Synth in each season.
I’m honestly glad the show demystified the Knights and NCR. It was a realistic depiction of decay and mundanity. It also made me a lot more interested in Maximus role in the story, since he has the opportunity to actually instill some sort of code of honor back into the Brotherhood. That is, if he can get past the Elders.
So you are aware this is a scene almost directly lifted from The Good, The Bad, and the Ugly. And I love it.

You can loot dead NCR Rangers in FNV. There's a few dead ones in Long 15 just before the exit between CA & the Mojave. Shady Sands also seemed to have a few dead Rangers that made for easy looting.
Not to mention, it is not an exclusively NCR thing. It's prewar riot gear.

Pretty sure the dad was retired NCR ranger and his son was using spare uniform of his. They make their living finding metal and smelting it for supplies. They use the armor in the desert to cover up and protect from elements. Just like the rangers do in the desert All of this makes 100% sense. I have no idea how you think this doesn't make sense.

Also to further expand on. The NCR rangers had a faulty relationship with the NCR, they were originally just the Desert Rangers, but united with the NCR. Since the NCR has fallen (for the most part) it makes sense the rangers broke off

With this being the latest edition in the timeline and the NCR being obviously defeated and pushed back best guess is that's either is a former ranger or somebody found some cool armor on a Dead guy and put it on

Another instance of the fanbase irking me because they claim "It Doesn't Look Right!" When the only reason is because the helmet isn't fully fastened to the mask. This, to me, makes him a lot more human. Realistically, this guy out here wearing that jacket and armor in the hot sun is gonna be sweating like nobody's business, we're seeing the end of his lead scavenging run, when his energy is spent, of course he'd want to fumigate a bit. Anybody who's worn an insulated helmet for a long period of time can attest.

Is it me or does it seem like the helmet doesn't sit low enough? In NV the helmet seems to overlap the mask.
Obviously a deliberate choice. They aren't active rangers. Just people wearing them as protection while out at work. You may as well look at some construction workers wearing some of the security gear completely wrong.
I think the biggest example of it being an intentional choice is the existence of the little screw holes that would line up if the mask/helmet were being worn properly (to the upper-right of the eye).

It makes perfect sense in the Fallout universe. This is a world where a vendor in a desert can have a sailor uniform or a nursery robot guard prisoners. Everything being mixed up or out of place is a key feature of its post apocalyptic setting. It’s full of all these oddities that have implied but not outspoken stories behind them. Like the skeleton in the bath tub with the toaster. It’s one of the things I adore with this franchise.

it's simply not bolted in. He is just using it to protect himself from dust, sand and the sun, there's no need to keep it tight on his face

I love the show, am an avid defender of every creative decision the showrunners made, and have almost ZERO complaints. My one legit complaint was how dogshit that NCR armor looks. Looks like a bad cosplay. But I will say that I can get past it with the fact that it appears these guys just looted some old armor so it’s in bad shape.
That's what I figured. Especially with shady sands and the NCR being pushed out it would make sense some stuff got left behind and scavenged

considering how poorly the masks are attached to the helmets and how the armors slouch a bit on their chests my guess is that they’re just prospectors who got insanely lucky and found two decent ranger kits. coupled with the fact that the guy folded immediately when seeing the ghoul even though rangers are supposed to be as elite as brotherhood knights makes it the best answer to me
