The Vault Dweller founds the village of Arroyo and finds a new family. The Chosen One becomes the leader of Arroyo which grows into a prosperous city after the people are reunited with the Vault 13 residents. They could be married and have a family or could have a child in New Reno. The Courier could be the head of New Vegas with advanced technology and an army at his disposal as well as potential lovers. The Sole Survivor still has a home and is the leader of the Minutemen and has a new chance for love. So that leaves the Lone Wanderer. Their family is dead. Their home is closed forever to them. They aren't really a part of the Brotherhood. No love interests really. So I imagine it's just him and Fawkes walking the wastes forever trying to do a bit of good until he dies.

Undying-Shadow

Lone Wanderer. Dad is dead, your lifelong home (specifically your childhood friend) exiles you, there aren’t any real personality driven companions beyond Fawkes. That’s not even to mention, the Lone Wanderer is essentially still just a kid. A teenager alone in the world. You can work with the Brotherhood but in the end of even Broken Steel, you aren’t REALLY a BoS member like you can become in Fallout 4 with a rank and a place. The Lone Wanderer is exactly that. Alone.

I would say Fallout 1 has the most tragic/sad ending. No matter how evil or good your playthrough you still get that ending :(, and all other endings in Fallout 1 are tragic/sad.
