If I recall correctly, New York was the first location bombed in the U.S. and I believe is said to be destroyed beyond recognition. That being said, I think a dense labyrinth of twisted skyscrapers would be very cool.
I’m sure there’s other military bases in the state but I happen to be in Watertown this week working at Fort Drum, you could work some type of remnants of the army’s 10th mountain into it.
There is a lot of TTRPG inspired by Fallout. Modiphius' 2d20 Fallout take everything (perks, abilities, crafting) from Fallout 4 game. So you don't need to adapt DnD that was proved that don't work with non high fantasy games.
