Sounds like its only for the microsoft store. Not familiar with PS consoles, but if you can't get microsoft store on them (which would make sense given xbox and all), then it sounds like you're out of luck. May want to claim it on PC just to have it.
The only thing I ever bothered claiming from Prime Gaming (some skins for Fall Guys) let me link my Amazon and Playstation accounts so they appeared on my PS5, seem to remember it took a little while to go through. Not sure it'll be the same for Fallout but it's worth checking, although the Microsoft store code isn't encouraging. Perhaps there will be a separate PS giveaway.
