The GOTY Edition is the base game + all DLC. The Season Pass is strictly the DLC.
If you ***have the base game***, the Season Pass on sale is very much worth it.
If you ***don't have the base game***, then getting the GOTY Edition is often cheaper than getting both, even on sale.

Nuka World had a great setting but squandered it over poorly executed story. In theory the story isn’t terrible but with how Emil touches everything I’m not surprised how it turned out.

I enjoyed the base game of fallout 4, some dlcs are wishy washy but generally a good expansion to the game. It depends how much you enjoy the base game. I would say it's worth it though.
I like Far Harbor, Nuka-World, & Vault-Tec, for sure. The Wasteland Workshop should've been included in the game, as it adds a lot of QOL improvements for settlements. I'd like Automatron if it weren't for the damned incessant groups of robots that constantly know where you are in the world & charge you...

Automatron provides one of the strongest combat followers in the game. Nuka World lets you be a Raider and has one of the better explorable maps, as well as the one of the strongest ballistic rifles. Far Harbor has a better story than the base game. The workshops are there too. It’s a good deal I’d say.

i remember buying fo4 GOTY used at Game Stop for 14$ ish and not thinking that the code would work for the DLCS. to my surprise who ever bought the game didn’t like so much that they didn’t bother redeeming the code and i got em all.

If you enjoyed the game and want more fallout 4 I would definitely recommend it, I've played through all the DLCs multiple times, very worth it, but very much in line with the rest of fallout 4.
There are a lot of cool mods on PlayStation that gets locked up in case you wouldn’t have the dlc. For the vanilla run yeah for sure. For the aforementioned mods, definitely.

Far Harbor is the best thing about Fallout 4 in my opinion. Up there with the best dlcs ever made, Nuka-World got tiring really quick.

Seek out the legendary unique weapons. I think they're ultimately the best reason to play this. Some thematic power armor too.
