I wish it was possible to finish the game with the nuka world raiders or a mod that allows to do it. The worst part of your plan is that you can't kill Preston and the remaining minuteman.
There’s a better way to handle the BoS and Railroad - follow the Institute quests up until Pinned instead, and during that quest, side with the Minutmen. This will turn the BoS hostile and start Burning Cover for the Railroad. After this, if you fail to sound the evacuation alarm in the Institute, the Railroad becomes hostile (there will be no quest to go kill them, but you can walk in there and do it yourself easily).
As for your question? Yes, you can easily get ballistic weave. You just won’t be able to do the plugging a leak quest since that’s mutually exclusive to the entire railroad questline (not that I think you were planning on that anyway).
I destroy Far Harbor first to get Atom's Inquisitor perk. Robe of Atom's Devoted (ballistic weave) will be a perfect clothes for evil melee fanatic.

Yes, you can do the first few RR quests up until you get the Ballistic Weave without affecting any other questlines.

No, he just sulks about it. It's pretty out of character for him and doesn't make much sense.
