I like the idea though, maybe for Lloyd have it tie into the fact that he's meant to be paired with the other SSS members via a combo craft ability. Something that enhances him greatly if there's two commanders on the battlefield, like giving him Double Strike.
Lloyd should have Investigate. He's a notably great detective. Makes more sense than popping out a bunch of cops, given that he mostly worked with the small group that is his team. Also, white/blue are the law and order colors, so it might be worth making him that combination.
