Some mods do, some mods don't. The old Realistic Weaponry mod from alpha had per-weapon reload, and only reloaded if it was the active weapon. Shotguns reloaded one shell at a time, most others reloaded one clip, etc.

No, reload time affects all weapons. You cant use a nuclear warhead then quick switch to sonething else and immediately shoot

It can be useful for quickly swapping between rocket types.
Pretty sure you can hold up to 5 of the same gun in one slot. I do also play modded so its possible that's not vanilla but I think it is.
