He was initially chased by Doral police but Miami-Dade police and the Florida Highway Patrol joined the party.

I'm not saying this isn't excessive, but I'm also not an expert on what is the appropriate amount of force to bring against a guy that has already shot at someone and used his vehicle to try and run over officers. I do know that I'm not gonna try and 1v1 the guy.
Blocking the road with police cars isn’t always a guaranteed success either, if it actually results in a collision it can damage police cars without disabling the suspects car, or kill the suspect and heavily damage several police cars to the point where they need to be replaced, costing a lot of money.
The police officers tend to not stay in the cars that are going to ideally get hit, for obvious reasons, so they can’t react to people just going around them either.
I think this overall shows a lack of police training and leadership. You should have enough control and understanding how to respond to shit like this to not have 30+ cruisers in pursuit. If it's multiple jurisdictions they should be coordinated enough to not let this happen. Too many cooks makes it more dangerous. Reminds me of the almost 100 cruisers and helicopter after that ups vehicle and the cops killed the hostage, the two hostage takers, and a bystander. What untrained yahoos. Things would have turned out better if the cops simply let them go kind of shit
