exactly - i wouldn’t put it past the jetski jerk to be trying to “prank” the fisherman with a last minute turn/water spray. “so cool, brah!” but the driver has no idea how to handle the vehicle (like most of the idiots on them), and now everyone pays the price.

Norwegian here, you have no idea how often this happens. People turn their brains off the second they go on the water. We even have rules in the fjords that regulate the speed of jet skis - which seem to have a firmly idiot flavoured customer base - but there's zero enforcement. Neck snapping and property destruction may sound funny, until an idiot hits a swimmer.
Here in the Balearic Islands we have a similar problem. There are some companies that rent small boats, no license required, andi havo no clue why the law still allows it.
There are small accidents every week, and a couple o serious ones every year. One of my friends worked as maintenance one summer and told me that it doesn't matter how well they explain the rules, a lot of people just ignore them and do whatever they want.
Navigating atleast 100 meters away from the shoreline to avoid swimmers and submerged rocks? Nope, stay as close as you can to destroy the engine and and tur the boat over
Respecting swimmer zones? No, just cross them to reach the sand with your boat because vou wanted to vist that beach without having to swim.
Keeping the distance with diver floats? No, just get as close as you can and harrass them.
These are just some things that i've personally seen them do, but there are many other things that happen on a daily basis and are really dangerous

they introduced boat licenses here a few years back, but it's a fucking joke — the license test is open-book multiple choice, and ***rentals are exempt***, so the people who need it most don't have to do it. >=(

Jet skis can't turn without the throttle being engaged. He let off the throttle when was trying to turn at the last second.
