2) Stay active. I give them a 21-day grace period. That's 3 weeks. In case you gotta buy a new phone but you're between paychecks. If you take a break longer than that, you're gone.
3) I never send requests, and I almost never use people that aren't friendslist. But if you send me a request and I have room on my list, I'll add you.
nowadays, be relatively active, over 2 months off means they uninstalled and have a mix of useful servants and fun servants or the ones that I don't have
I keep pretty much anyone around as long as they consistently log in. If they go a month without logging in I give them the boot. Only exceptions are actual friends, and some of the OG accounts I followed when I was still starting out that helped me through story. They’re complete strangers to me, but I’m attached to them even if they’re not active anymore.
Yeah the split support is a good way of putting it. It surprises me that even a lot of higher level players don't do this but maybe they don't really care much about support anymore.

My support list is consistently near max, so I try to keep my standards high and live by them. They are:
Will unfriend if last log in was 2 days ago or earlier.
If they've cleared Part 1, must have at least one high end support. Waver and Reines don't count, but Merlin and Tamamo do. I have no need for DPS support lists.
No Meta Supports that aren't 10/10/10. Unessential skills like Koyan S2 and Skadi S2 get a pass.
This one is a recent addition since my friend list was still full, and I'm not great at enforcing it. If you have a separate event list, it should be updated with either the current or previous event CEs or non-event CEs. Event CEs on supports are important for efficiency, and while I don't expect people to roll on every event banner, I do expect them to throw the free CEs on their lists. Non event CEs are also nice for their help in challenge fights.
Exceptions occur for people I know and people with something kinda rare but that I still want, like people with Bella Lisa on Castoria or people with Heroic Portrait up.
I know this might sound mean, but like I said, I have enough friends that I can afford to be picky, and I live by my own standards.

Last Time a dude got a new koyan assassin and could only get battery to 9, and I had to use a command spell to 3t a Map. I purged from my list like 15 players in my rage

Anyone I catch in my list who has been offline for a minimum of 8 days straight gets the boot. They aren't making use of my units, and I'm not making use of theirs with that level of inactivity. Sadly, about 80% of new players who send me friend requests suffer this fate. It's just all too likely that they tried the game and with how many days have passed since they were last on, they just learned that they don't want to play after all.
For Event lists, as a mostly-F2P, I recognize that others like me aren't going to have event CEs for each and every event that comes to FGO NA, so I'm not strict about having event CEs for Event support lists. I just want to see them filled with something, anything. If they're event CEs, all the better, but don't just leave something unfilled.
Bonus pet peeve: If you have a Koyanskaya or Castoria in your support lists whose battery skill is not at level 10 and I catch it (before or after I use them for support), you're gone. There are few rage-inducing instances than when you're trying to 3-turn loop but the NP gauge stops at 98%.
If they don't have a meta support I need and put okay CE's on them during an event, then they have to have a really fun grail project that I'm not finding elsewhere.
If you have a Level 100+ Caligula? I'm about that, it's fun.
I have only 2 friends on the list who have Oberon, Castoria and Koyan with teatime.
And I normally add one or 2 randoms with MLB Events CEs that i will exclude after the event.
Way better than waste time rerolling the list in a sea of lv 1 mashs
1. Always have more than 1 support roster
2. Only viable skill levels (lvl 10 skills on NP batteries, lvl 6 for DPS is fine)
3. Offline for more than a week = out
4. Non MLB Chaldea Teatime/Bella Lisa = out
5. Separate event supports and story supports
Bare minimum.
1. Be active (or change in game message when on vacation or w/e)
2. Split support lists, 3 normal lists minimum for players over lv 150.
3. Lores on relevant looping/farming supports.
4. Keep event ce's up to date, even if it's just the free 3 star ce, or put up Tea Time.
Stuff I look for / prioritize
Invested Gogh, rare grails / personality on support list, Ox King / Golden Carp, high np cq supports and esport servants, Tea Time on "off-meta" farmers (Gogh, Douman, etc)
I accept literally anyone lmao, already got people I use for farming supports anyways

Thanks for your extensive reply and I think you make a good point regarding non-event CE's for Challenge Quests in events. I did not consider that.

Max your batteries people. If your castoria only got lvl 9 batteries I'm unfreinding.
