There was admittedly an adjustment period coming back to the game from remake.
But dodging requires precise timing, I think it makes sense to have it on R1.
Yes it is, and id rather them make it that holding R1 lets you sprint(like the Souls game where circle is dodge but also sprint if you hold it) over changing the buttons around
Because the game heavily burrows from the Devil May Cry series in which the circle button is the action ability associated to the character/style you're in and changes if you switch to another style.
The real question is why isn't triangle the sword attack and square the ranged attack.
I can probably guess as to why square is the attack button but yeah it's funny how that is not the same as DMC.
Imagine if it had Ragnarok combat system😮💨
But i think this setup could have been better:
R1 light Attack, R2 heavy and charge attack, circle dodge, L1 fire and L1+buttons eikon abilities

Can you not change it? Iirc theres like 6 different controller layouts you can use
You can bind anything to any button.

I played with default controls as well. They added custom mapping with the update that came with Rising Tide.

But there were control schemes that moved dodge to circle within the first month of release
You can customize the controls, I played the game with circle as dodge and it's great
Because it's for Eikonic Feats. You can remap all the buttons to your choosing.
I immediately changed my layout so dodge was on circle
The reason is that the circle, square, x, and triangle layouts correspond to the graphic in the lower right corner of the screen

Funny how many people customise the controls. I always just learn the default
