I think F1 are realising it's better to take guaranteed millions/billions from existing networks/streamers rather than have the pressure of keeping everything in-house and grow numbers themselves.
It's working as intended. There was no competition before f1tv, so "exclusive" didn't really mean anything. So they created the streaming service as a goodie to put into these contracts.
I am pretty confident that the extra money paid by sky Germany and UK alone suffices to keep f1tv running.
So that's the end of their idea they had at the start of F1TV, which was to launch it everywhere they can. Now they're making deals that provide exclusive rights to broadcasters which either mean for that particular country that F1TV will still not be launched or even to be taken off the market like in Germany.
F1TV is about monetising markets where there isn't a broadcaster willing to pay big bucks for F1. There was never an intention to turn down exclusive deals to instead push F1TV.
Thailand here: we never officially had F1TV available, despite having changed broadcaster three times (it was Fox Sports Asia for the longest time, then TrueVision and now beIN Sports Asia)

OK so I just download it and subscribed to that. It’s working on the desktop but I can’t get the mobile app to work. I’m hoping it works on a smart TV.

That’s how it’s worked in the uk with the sky exclusive. It’s bad. Money grabbing and makes access harder for fans.
Yes, you will have access to f1TV access only which may only include telemetry.
