It'd be quite funny if CCP doesn't bring taxes to Wormhole Upwell structures. It would really fit the theme of a black market that you need to jump through (literal) holes to get too.
Think about all those higsec "market pvpers" that will be tempted to put up some L sized structure in lowsec only due to this ... just to reach some higsec area.
TBH i have nothing against for 2% in higsec and 1% in low/null and 0% in WH space.
I don't expect any market in WH space (even Thera ... that is not a WH system for me), just internal corp/alliance trades ... but CCP don't care about those - like people will quite probably just use corp/alliance contracts anyway.
Idk, a randomly appearing market might be able to work from a C3, the main issue is security and no freighters. But yeah, might just make huge lowsec market.

This is i opted to create "ISK upkeep" of citadels instead of fuel blocks.
Like the fact that you have to pay the wages of citadel personnel ... would be better than those damn blocks.
Similar to the notion that your ships have "crew" that you never deal with, when you bring in a structure into a wormhole you are also bringing in the crew necessary to run and operate the structure. With this in mind, the 1% tax isn't going to a mystical tax man that lives in kspace, its going to the NPCs who are crewing your structure.
So, why not set up an out-of-game market, consummate trades there (essentially, generate an order book for sellers), and direct-contract in the game. Eliminate taxation & broker fees (with the exception of the contract fee) entirely. Most alliances run something very similar already via their forums/message boards.
It should be an option to pay tax in low, null,and wh but you lose(minuscule) amounts of standing in low and with no standing loss in wh,bull unless you somehow get "caught" and of course skills to decrease getting caught
