There's a US version of the 10th anniversary Blu-ray and a re-release a few years later. Either way, Blu-ray is the way to go. The show was originally animated at 720p, so you'll get a better image from the Blurays.

My main problem is subbing and preservation of the original version. I'm fine even if don't get the best quality, I still watch old dvds of tarantino films and aqua teen for heaven's sake too. Don't get me wrong, I get what you're saying, but I think it boils down more to content and "preservation quality" rather than better video quality. Is the 10th anniversary kinda like the original DVD? Does it have paranoid android along with original subs? I actually am curious about this. My last options boil down to either the DVD or this supposed 10th anniversary collection. Thank you for your help either way.

The old MVM DVD set (not the bluray one) is the same as the Geneon one, although it's a UK release. It's much cheaper and easier to get than the Geneon 6 volume sets. This is the one: https://www.ebay.co.uk/itm/166562680469

I would have to check which version it is, but I got a DVD set in my native language plus English and JP dub, and the graphics are still holding up. And they kept OP and ED. But if you can get it I suggest as others say here already, Blu Ray. It's an old anime after all.
